HTC recently halted the rolling out of Android 7.0 Nougat to the flagship HTC 10, stating that there were some bugs found in the OS that needed to be taken care of first.
The revelation came from HTC_DE, but there was no mention of when exactly the OS is set to resume. But we now have the latest information from someone very close to HTC matters. Apparently, the HTC 10 Android Nougat OTA rollout will be back within three weeks from now. In addition to coming in with the Nougat treat, the OTA update will also come along with the latest Android Security Patch for the month of January.
HTC 10 (EU + carrier versions) to get Android N with January security patch within next 3 weeks. Relax and wait.

When the HTC 10 Nougat OTA resumes, all models located within the EU region, both locked and unlocked, will be included in the update.
As for those in other parts of the world, the OTA notification should also be headed your way in the coming days, but it should take some time before it happens. This is because the OTA will be rolled out gradually, thus reaching different devices at different times. But according to @LlabTooFeR, all you need is to “relax and wait” for the update to come your way.
